Activate the footnote mode in Emacs with M-x footnote-mode RET.
It is a minor mode and it is indicated in the status bar with FN
when it is active.
C-c ! g, the answer is I don't see a
footnote here! — respectively, inserting a new footnote starts of
with number 1 again and creates a new Footnotes: section at the
bottom (below the existing one) —?!
